we can assume that external insulation (styrofoam or so) of your housiing unit will pay back over a couple of winters, not sure how about your country, but where i live one would probably need some permit, because it is a parrt of a larger house and the individual housing units will no longer look identical (the styrofoan is several inches thick) Wuoldnot yor neighbour want it too, it may get you a discount? Unless there are technical obstacles I would not do only part of it, because even insulation of southern wall will get you a better comfort in summer

working out similar stuff for myself, now we have new facade and new windows and are HAPPY
The average hot water heater consumes roughly 11% of the electricity going into your home (providing that you have an electric hot water heater and not one that runs off of natural gas). By lowering the temperature setting, you can save some extra energy. Depending on whether or not you have a dishwasher, you may be limited on how low you can go. Usually about 120 degrees F if that is the case.
Another possiblity is installing a timer on the hot water heater, limiting the amount of time that it is on during the day.
With regards to central heat and air, you could install a 7-day programmable thermostat. This would allow you to vary the temperature within your house based on time of day and day of the week.
See source below for an interesting website that will also help with other suggestions.
